Who regulates betting in Türkiye?
Gambling isn’t open to private licensing in Türkiye the way it is in the UK or Malta. Each type of game has one state-controlled channel:

Are Meritking and Holiganbet legal in Türkiye?
No. Neither is part of the iddaa system or any other Turkish state channel, so neither has permission to take bets from Türkiye. Searches like “Meritking giriş” and “Holiganbet giriş” exist because these sites are blocked under Türkiye’s internet law (No. 5651) and keep moving to new addresses. Constantly changing login domains is the clearest sign that a site isn’t legal in Türkiye.
What using them means in practice:
- You’re committing a misdemeanour. Law No. 7258 fines people who play on unauthorised sports betting sites (see the penalties below).
- You have no protection. If an unlicensed site refuses a withdrawal, freezes your account or leaks your data, there’s no Turkish regulator to complain to.
- Money can be confiscated. The law allows assets linked to illegal betting to be seized.

Penalties under Law No. 7258
Article 5 of Law No. 7258 on betting and games of chance in sports sets out the offences:

The ₺5,000–20,000 figure is the amount written in the law. Administrative fines in Türkiye are uprated every year under the Misdemeanours Law, so the amount actually applied in 2026 is higher. The article also applies internet access blocking under Law No. 5651, and allows businesses used for illegal betting to be sealed for three months.
Casino-style gambling, such as online slots and roulette, falls under the Turkish Penal Code rather than Law No. 7258, and it’s illegal too.
How to check whether a betting site is legal
Before you sign up anywhere, run through these checks:
- Is it on iddaa.com’s list of authorised online dealers? If not, it isn’t legal for sports betting from Türkiye.
- Does it offer casino, slots or live roulette? No legal Turkish site does. If it offers them, it’s unlicensed.
- Does its address keep changing (“new giriş address”, Telegram links to the “current domain”)? Legal sites don’t need to.
- How do you deposit? Legal platforms use your own Turkish bank account or card. Deposits through crypto, payment intermediaries or other people’s bank accounts are a red flag.
- Does it check your identity against your Turkish ID number (TC kimlik) and age? Legal platforms must verify that you’re over 18.
